Project Summary:

The modernization of Police capabilities to maintain public order and combat cybercrime entails systemic interventions across the central and local levels. The success of this endeavor relies on specific enabling conditions, capacities, and knowledge the national stakeholders need to enhance. Thus, targeted assistance will be provided through this project to support the national Police in expanding the mobility, outreach, protection, monitoring/surveillance, investigative, and computing capabilities of the institution along these two strategic directions of Police activity. This intervention is aligned to national priorities as described in the Home Affairs Development Strategy and the thematic programmes on Public Order and Security and Preventing and Combating Crime. The project will engage in the practical implementation of priorities defined in the national policy documents. Therefore, the project will strengthen institutional capacities, build knowledge, and deliver modern tools and equipment to enable an environment for nurturing next-generation police operations, supported by skills, knowledge and tools compliant with the demand for modern-style policing.

Objective:

  • To strengthen the Police capabilities to maintain public order and combat cybercrime. 

Expected results:

  • National Inspectorate for Public Security and police units in 10 districts across the country equipped with modern tools and technologies to detect crime and ensure safety on roads;
  • Five first-response police teams equipped with fit-for-purpose heavy duty vehicles to enhance the mobility and rapid response capacities to community calls, crisis situations or as part of the crime reaction efforts;
  • Six mobile police stations fully operationalized (protocols, equipment, fit-for-purpose vehicles) to outreach people in remote areas with policing services; 
  • 50,000 people from targeted areas benefitting from modernized Police capabilities to maintain public order and respond to emerging threats;
  • 400 (including 20% women) police officers provided with protective equipment to perform public order and security functions in line with modern style policing;  
  • Enhanced police capabilities to conduct cybercrime investigations by providing specialized software solutions and expanding the computing power;
  • 80 (including 20% women) police criminal investigators trained on cybercrime topics.
