Honiara, Solomon Islands – Last week marked a significant step forward for Solomon Islands as it reinforced its commitment to ethical governance with the launch of the Revised Ethics, Integrity, and Governance course.
Developed and delivered by the Institute of Public Administration and Management (IPAM), the initiative aims to instill core values and behavioral standards among state employees, both in the civil service and in elected public office.
A two-day workshop was followed by a launch ceremony – staged on 24 April – with the presence of representatives from the Solomon Islands Government and the country´s accountability institutions.
On behalf of the government, Mr. Luke Cheka, Permanent Secretary of the Ministry of Public Service expressed:
“Sincere gratitude to IPAM, the United Nations Development Programm3, and the Embassy of Japan for their collaborative efforts in realizing this milestone.”
In his opening remarks, Mr. Katsumasa Maruo, Counsellor of the Embassy of Japan in Solomon Islands, said:
“Ethical behavior is of paramount importance in public office. It is fundamental for upholding public trust and ensuring democratic governance remains robust.”
UNDP Program Manager, Nanise Saune-Qaloewai stated:
“Ethical conduct and integrity in the public sector serve are foundational pillars for building strong institutions that work in the best interest of citizens.”

Recognizing this, Ms. Saune-Qaloewai also highlighted that, “Solomon Islands aligns its efforts with Sustainable Development Goal 16, also known as the Governance or Peace Goal, which underscores the significance of a just, peaceful, and inclusive environment as an enabler for achieving broader developmental objectives.”
Furthermore, Solomon Islands reaffirms its commitment to combat corruption and promote public integrity, as evidenced by its adherence to the United Nations Convention Against Corruption (UNCAC) and regional initiatives such as the Teieniwa Vision. The nation's policy framework, including the National Development Strategy, underscores the importance of good governance, accountability, and the reduction of corruption through improved practices.
The launch of the Revised Ethics, Integrity, and Governance course signifies a holistic approach towards fostering an ethical culture and enhancing integrity management systems within public service institutions. It is a testament to the ongoing collaboration between government agencies, development partners, and international organizations.
As Solomon Islands continues its journey towards a more transparent, accountable, and ethical governance framework, stakeholders are encouraged to leverage the newly launched training module to further their commitment to serving the public interest.
