Providing Access to Information in Pacific Island Countries to Better Address Corruption

Public reporting is essential to transparency, integrity and accountability in public administration, and is integral to open government. Pacific Island countries (PICs) are obliged to meet the public reporting requirements of the United Nations Convention against Corruption (UNCAC) and the 2030 Agenda for Sustainable Development and its 17 Goals. While many PICs have Right To Information (RTI) frameworks or meet the principles of open government outside RTI frameworks, they generally lack consistent frameworks across their government agencies. This paper makes recommendations in order to improve public reporting in PICs.

This publication was prepared by the United Nations Pacific Regional Anti-Corruption (UN-PRAC) Project, a joint initiative by the United Nations Office on Drugs and Crime (UNODC) and United Nations Development Programme (UNDP), supported by the New Zealand Aid Programme.
